Social - Ecological Center "Surkhan" was organized in 2001 with the realization of NGO projects, involving the highly skilled professors - teachers of faculties of ecology, biology, geography, chemistry, agriculture, physics, mathematics, economy and social - humanitarian specialties, along with interested volunteers and experts.

Purposes and activities of NGO "Surkhan":

The correct distribution of ecological education, knowledge and culture among students, the general public, and to associate their efforts in solving socially and ecological problems;
The realization of scientific - practical works on monitoring the quality of natural environment, environmental protection, and also preservation of biodiversity.

These works include the following:

• Formation the ecological outlook, propagation of ecological knowledge and culture, increase of knowledge of the population on urgent socially - ecological problems of region, assistance in protection of the rights of ecological publicity;
  
• Protection and preservation of biodiversity;
  
• Realization of works on protection and preservation of the archaeological and cultural values of the region;
  
• Organization and realization of social and ecological examinations;
  
• Realization of activity on development and improvement of ecological education;
  
• Participation in the social - ecological projects of republican and global importance;
  
• The support and realization of scientific - practical conferences, symposiums, competitions with attraction of wide public;
  
• Supporting social - ecological activity of female organizations, youth clubs and other forms of the public initiatives in social - ecological sphere;
  
• Assistance in movement directed on association of non- governmental non-commercial organizations and establishment of close cooperation between them;
  
• Creation and publication of educational materials on social - ecological problems (booklets, brochures, bulletins, audio- and video-materials).
  

• Formation of system of ecological education among the population;
  
• Ecological education of both the pupils and students;
  
• Seminars on increasing of ecological culture among the population of frontier territories of Afghanistan and Uzbekistan;
  
• Education of the population in the field of environment and health directed on increase of culture of interaction with an environment;
  
• Development of the educational programs, realization of training courses, seminars, rates of lectures;
  
• Realization of meetings and conversations, distribution of information materials, edition of the newsletters;
  
• Support of the youth and female initiatives in the field of ecology and environmental protection.
  

• Grant of Millieukontakt Oost-Europa foundation for "Realization of Monitoring of water quality of the river Surkhandarya and distribution the results among public" project;
  
• Received the grants of fund ISAR, and other international funds and organizations;
  
• Carried out the conferences, symposiums, seminars on ecology and environmental protection;
  
• The results of works are reported in Peoples Republic of China (Shanghai), Iran (Teheran), Hungary (Budapest), Italy (Rome), USA (Boston) etc.;
  
• Published and distributed more than 50 brochures and clauses.

• To promote steady development in socially - economically, ecologically unsuccessful northern regions of Republic of Afghanistan, frontier to southern regions of Republic of Uzbekistan;
  
• Formation of public opinion with the purpose of reduction of influence of the terrorist acts and religious extremism among civilians and youth of the frontier territories of The Republic of Uzbekistan and The Republic of Afghanistan;
  
• Preservation and restoration of biodiversity of reserve "Surkhan;
  
• Realization of works on protection of environment in zone of actions of the Tadjik Aluminum Plant;
  
• Ecology of the small rivers (on an example of the river Surkhan Darya);
  
• Methods of preventive maintenance and study of mechanisms of distribution of thyroid gland in Surkhandarya region.

The role of EMonument in these projects are to assist Termez State University with their guidelines, which include integrating sustainable development into community cooperation policy aimed at implementing proper infrastructure development schemes.
