The Environmental Networking Infrastructure Plan (ENIP) is a tool offering to help meet the challenges and processes for developing quality assurance in community environmental network planning, implementation, and support. Quality assurance is a system of management activities to ensure that a process, item, or service is of the type and quality need by the user. The goals of creating this network and putting it into action are:

Assessment of Existing Networking Facilities:
Developing communities throughout the EU, NIS and CEEC countries are limited in their means of access to information and rapid information interchange. Financial and technical resources for network support including infrastructure development and maintenance are rudimentary compared to developed communities. The exchange of information via electronic email is the main source of communication delivery. There are limitations regarding the amount of data transmitted and received including mailbox size restrictions and web browser capability is very restricted. Communication lines are often unstable and non-functional for indefinite periods and the client is faced with high costs in exchange for limited services.
How this proposal builds on, or would help improve, this infrastructure:
The goal of ENIP is to insert modern information approaches for collecting, analysis, storage and exchange of information and to train the users in the management and use of modern information approaches in routine activities throughout communities in the EU, NIS and CEEC.
In order to link together developing communities the preparations of workstations for the creation of information centres are required. These particularize pattern of databases consisting of new and existing information will allow the expansion of technical capabilities. It will increase the number of users, which in turn will enter categorical information into the designated databases.
The network will serve as the tool for fast registration, upgrading and exchange of initial information, improving the role of the computer centre’s activities of which the situation analysis and discernment of correct data are essential. The workstations of the network will be arranged in information Division Fields. The manager of this work will be the Head of the organizational and methodical department.
Each department conducts the monitoring of environmental indicators thereby establishing their own parameters characterizing the contents of each information Division Field. In order to transfer the monitoring to modern information approaches each information field will have its own separate databases.
