EMonument STEP Initiative


EMonument assists in establishing Quality Assurance (QA) Management Programs concerning environmental restoration projects. QA is a working and functional program developed to assist and ensure that a process, item, or service is of the type and quality needed by the user. These projects are aimed at helping to develop a balanced guide for establishing proficient programs in food, safety and hygiene, agriculture, pest management, citizen enforcement, proper disposal of obsolete pesticides through the use of GIS (geographical information system) mapping, water quality, and HACCP.

The goals are to assist in the restructuring of state enterprises and private sector development including energy, transport, telecommunication, education, health matters and its infrastructure throughout the developing world.

The catalyst for this system is the Stewardship Program (STEP). This program consists of:

Proper Chemical Disposal Fact Sheets, PCDFS
HACCP (Hazard Analysis Critical Control Point)
Food Safety and Hygiene Programs
EMonument-wide Quality System
Water Quality
Citizen Enforcement
Obsolete Pesticide Disposal

Current areas where STEP is being implemented are in eastern Europe, central Asia, Myanmar (Burma), and South America. Information will be updated on this site as the projects develop.

EMonument guidelines are based on those of the U.S. Environmental Protection Agency, FAO, and those listed on our Food Safety and Hygiene Programs page. We wish to thank both the EPA and FAO for their assistance and note that similar documents can be located on their web sites.

Brief Outlining of STEP Objectives

Economically feasible quality assurance management is necessary for proper environmental management operations. It must be beneficial, without creating financial proceeds or damage to the resource, ecosystem, or influence the local community. Correct marketing strategies will establish confidence for creating satisfactory financial gains and the standards for accountable operations.

Working within the STEP program through meetings and workshops will assist in designating economical and social interests and promote a consultative process. This process should be interactive and involve all relevant parties openly and freely. The program also aims to encourage and support international and regional initiatives that are in accord with the overall mission.

A review of inadequate research programs with unclear results or poor professional quality will be incorporated. Research terminated before conclusive reports are know and merited and insufficient funding for conscientious research will be investigated and insufficient end result testing with poor publication or limited field application will be assessed.

Public or territorial assembly may be called to officially elect an Advisory Group. Low priority for applied research among decision makers, especially in developing countries must be reevaluated. It is essential to maintain ongoing discussion concerning environmental stewardship issues, to simplify and manage the procedure of developing environmental stewardship standards in accordance with the criteria and to survey and make proposals concerning stewardship applications for bodies to local governments for ratification.

Perform research procedures including monitoring and establishing long term evaluation methods. Distribute results and development applications. Research procedures usually involve repetitive actions. Quality Assurance Management throughout the processes of proposal submissions, e.g. reviewing, funding, implementations, frequent modifications and resubmission either to the original funding source or another, will instill in the local and governmental bodies confidence of bio-remediation by constant communication through established networking which the Stewardship Procedure has implemented and maintains.

A Quality Assurance Management project plan is a specific delineation of an offeror's approach for accomplishing the Quality Assurance Management specifications in a Statement of Work. When offerors are required to submit a project plan, a program plan may or may not be required. The project plan may be a part of an offeror's technical proposal, or a deliverable under the contract. The offeror, as a separate and identifiable part of its technical proposal, shall submit a Quality Assurance Management project plan which shall describe specific procedures and responsibilities needed to accomplish the QA specifications in the Statement of Work.
