Assists in supporting the United Nations Millennium Development Goals, and in particular UNESCOs Community Learning Centres (CLC), and Asia and Pacific Programme of Education for All (APPEAL),
which is a regional co-operative programme designed to promote literacy.

Aim 7: Integrated assistance

The Integrated Framework for Trade-Related Technical Assistance (IF) is a multi-agency, multi-donor programme that assists the least developed countries to expand their participation in the global economy whereby enhancing their economic growth and poverty reduction strategies.

UNESCO leads the global Education for All (EFA) movement, aiming to meet the learning needs of all children, youth and adults by 2015.
The IF programme was first mandated by the WTO Singapore Ministerial Conference in December 1996. The participating agencies are IMF, ITC, UNCTAD, UNDP, World Bank and the WTO. The IF has these objectives:

  • To integrate trade into the national development plans, Poverty Reduction Strategy Papers of LDCs.
  • To assist in the co-ordinated delivery of trade-related technical assistance for LDC.
  • Improved governance structure with the establishment of the Integrated Framework Steering Committee (IFSC), expanded IF Working Group for better coordination.
  • The establishment of the IF Trust Fund, which finances mainstreaming work.
  • Improved coordination of the delivery of trade-related technical assistance amongst bilateral and multilateral donors within a coherent policy framework.
