which is a regional co-operative programme designed to promote literacy.

UNESCO leads the global Education for All (EFA) movement, aiming to meet the learning needs of all children, youth and adults by 2015.
1. Support local government capacity through high quality training, dialogue with local civil society organisations and coordination of local development activities, providing various learning opportunities for the empowerment of all people within a community.

2. Strengthen capacity of community based organisations and encourage community participation in local development planning. The communities will be assisted to identify and collectively address their social and economic needs. They also should be able to better articulate and advocate provision of adequate social services and infrastructure, for instance rehabilitation of health and education facilities, with local authorities.

3. Support community learning centres (CLC). CLC is defined as a local educational institution outside the formal education system, for villages or urban areas. CLC programme is built on the past experience of implementing various adult, non-formal and continuing education. CLCs are usually set up and managed by community people.
