Sustainable External Cooperation Programmes for Developing Communities
To ensure coherence, complementarity and coordination in implementing external assistance programmes worldwide, EMonument works in close collaboration with various countries and organizations toward the following:
Community development and local government capacity building
- Build local government capacity through high quality training, dialogue with local civil society organisations and coordination of local development activities.
- Strengthen capacity of community based organisations and encourage community participation in local development planning. The communities will be assisted to identify and collectively address their social and economic needs. They also should be able to better articulate and advocate provision of adequate social services and infrastructure, for instance rehabilitation of health and education facilities, with local authorities.
Support to local economic development initiatives and income generation
- Support of income generating activities at community level. Proposed actions may include training for the unemployed, offering practical skills and vocational training to increase the possibility of employment or self-employment, with a special focus on women and young people. Existing structures like vocational education and training (VET) schools should be used and developed, including provision of assistance in reinforcing their capacity and infrastructure. Training in teaching methods and school management for VET schools using the experience of local and international NGOs.
- Support to micro and small business development, including through business incubators, business associations and other local business development service providers, as well as to cooperative ventures for trading, marketing, machinery sharing. Access of rural businesses to information, market intelligence, business-related and technical training and advice.
- Access to information, training and advice on agriculture and on-farm / off-farm productive activities. Enhancement of rural supply chains (e.g. formation of agricultural input supply associations, promoting links with existing seed producers), support to primary production and agro-processing (with a particular reference to the improvement of post-harvest processing, marketing, handling, distribution and storage operations). Facilitation of access to suitable rural finance. Support to cost-efficient irrigation and drainage projects.
Local infrastructure and sanitation education
- Improving access to clean drinking water and sewage infrastructure through rehabilitation or construction, including arrangements for future operation and maintenance, implemented in close collaboration and involving available resources of local state actors and communities.
- Pump-based water supply systems established with the EC support often do not function during prolonged periods of energy deficit. Support to establish new sources of local energy supply, including alternative energy sources, should be considered to improve local conditions, including light and heating for schools and social care institutions as well as to sustain autonomous drinking water supply systems where appropriate.
- Community level preventative health and sanitation education campaigns, e.g. on water-borne and other infectious diseases in most cases should accompany activities supporting rehabilitation of water and sanitation facilities. Existing information and education materials should be used to avoid duplication and achieve cost efficiency.
Our Geographic Programmes
Encompass cooperation with partner countries and regions determined on a geographical basis. It is aimed at supporting actions within the following areas of cooperation:
- Supporting the implementation of policies aimed at poverty eradication and at the achievement of the MDGs.
- Addressing the essential needs of the population, in particular primary education and health.
- Promoting social cohesion and employment.
- Promoting governance, democracy, human rights and support for institutional reforms.
- Assisting partner countries and regions in the areas of trade and regional integration.
- Promoting sustainable development through environmental protection and sustainable management of natural resources.
- Supporting sustainable integrated water resource management and fostering greater use of sustainable energy technologies.
- Assistance in post-crisis situations and fragile States.
